What is the phrase for "an electric heating pad" used to put on area of body that hurts.

"manta eléctrica" would be the general term, although that covers the entire range of sizes, from the smallest up to a full blanket size. For smaller pads, like for the neck, it would be advertised as "manta eléctrica cervical", for example, or "almohadilla eléctrica cervical".
