The "suspender" vs. "reprobar" question had me curious, so I did a google search on Mexican google. "Va a reprobar el X grado" showed up numerous times, but "va a suspender..." did not show up in that context (for Mexico - it is definitely correct in Spain). Since Kevin B wondered if you are referring to a student of American heritage, I believe his point regarding "suspender" vs. "reprobar" is a valid one.
My attempt:
Miguel va a suspender el octavo grado porque no ha completado todos los trabajos y ha cometido plagio en uno.
Alternatively, in more "correct" Spanish:
A Miguel le van a suspender el octavo grado porque no ha completado todos los trabajos y ha cometido plagio en uno.

Paul, listen to Lazarus. He's a native speaker from Spain who has studied languages and grammar pretty intensely. My question to him was whether the verb "suspender" is used more in Spain than in Latin America. Regardless, this is an excellent answer, and more direct than the original.
Miguel is going to fail the eighth grade because he has not completed all his assignments and he has committed plagiarism on one.
I'd go with that.

Edit: Also be aware that there are differences in Spanish vocabulary depending on where you are. I assumed you were in the U.S.
Our dictionary suggest suspender for this context. and tarea, trabajo for school assignment. It looks like you are trying to say that they will be remaining in the 8th grade which may not be a bad way to go.
