La ayuda exterior (foreign aid) is the transfer of economic resources from developed countries to underdeveloped ones, given at least partly with the objective of benefiting the recipient country.

It depends a little on context: 
foreign aid - ayuda exterior
Or if you're referring to assistance given to another nation - ayuda extranjera
