Ugly doesn't mean anything in Spanish because it is not a Spanish word. You can say "What does 'feo' means in Spanish?" and the answer would be "ugly". Otherwise, you'd ask "How do you say 'ugly' in Spanish?" or "How would you translate..."

Yet another way to phrase your "question" would be "What might I expect to find as a reasonable Spanish equivalent for the English word "ugly", if I were willing to make the effort to look it up in a (bi-lingual) dictionary?"

"Ugly" means "feo". You can use the dictionary on this site to look up words.
