i need to know, when can i use prior and preceding?
The translator of my work told my to use prior for years, period of time, etc and use preceding for a paragraph, sentence, stuff like that. ¿Can you help me to know if that is correct please???

I infer that your translator meant you should use use prior for time-related aspects of discourse and preceding for spatial contexts.
It´s not wrong to use preceding for time-related issues, but may s/he prefers to keep it for ´coming before in place or sequence´ as carcar mentioned. Definitely, prior cannot be used in this sense.
Preceding = existing or coming before in time, place, or sequence. Previous.
"The Christmas parade preceded (OR "was prior to") the party." "The preceding message was brought to you by the sponsors."
Prior = Former, earlier, previous
Prior to his current marriage, he had been married 2 times.
They are very similar, but not always interchangeable.
