not so good with my tenses... would it be "hubiera oido"?

"The author would have heard this government-circulated story and would have probably considered it true."

Use the indicative tense, conditional mood of the auxilliary verb haber + the past participle of the verb oir... habría oído

... would it be "hubiera oido"?

The use of the subjunctive introduces doubt or the uncertainty of events. "The author would have heard" sounds more like a fact so I would not use the subjunctive. Would, requires some pre-existing condition. Would happen if......

Another example:

Si hubieras escuchado que habrías oído.

If you had listened you would have heard.

The (si) introduces doubt so the subjunctive hubiera is used. Habría is used in the subordinate clause because it is depends (conditional) upon the person listening.
