In Mexico "chaqueta" is slang that is not used in polite company. To phrase it in a way that is socially acceptable, I am suggesting that this expression means "to turn someone on". However, with no context it is impossible to tell.
In Spanish does not seem to have too much meaning either. I don't know if the expression "dar la chaqueta" means something, I have never heard it.
