What does "trompeta" mean, besides "trumpet"?

I'm reading an article in El Pais about ETA members having received training in Venezuela. The word trompeta is used, and it doesn't mean the musical instrument.

The annotation contained in these documents said, quote, "ESA (military unit): Training course in Uranus (Venezuela): 2,000 euros (travel, food) + 2,000 euros ?."

What did they buy with the second two thousand euros? You can buy a very nice musical instrument for that much money.
