What does debe mean in this sentence: Usted no debe doblar a la izquierda aquí.

If it means "can", why don't you use poder?

Deber = should, or ought to.

Usted no debe doblar a la izquierda aquí.= You shouldn't turn left here.

You can use poder, but you would be saying "you cannot turn left here." With deber, you are saying "you must not turn left here."

You must not turn left here.

Deber in the present tense means must and in the conditional tense means should.
