You will need to understand that whereas we, in English, use the preposition "about" when taking about dreams and dreaming, in Spanish, the preposition is "con". It still sounds a bit strange to my ears, which just means that I must still be translating into English "with"...

Soñar con algo means to dream about something.

Soñar is what some grammarians call the infinitive form. That form in English is "to dream".

I dream is "sueño"....the "o" changes, you see?

You dream is sueñas, when referring to someone you address as "tú", a friend or child.

Sueñe (your example) is a form of the verb expressing a command or maybe a mood...The "subjunctive" mood, is what I think it is called. The person saying "sueñe" is either commanding you to or expressing a wish that you dream about good things....probably the latter.
