I would alway use gastar. Pasar is used more for spending time.

If you are talking about money then it's of course "gastar", but if you are talking about time "pasar" is usually the better translation, unless it is used in a negative sense, in which case you could translate it as "malgastar", eg: "he spends his time going to bars and getting wasted, nowadays", "malgasta el tiempo yendo de bares y emborrachándose últimamente".
