You really need to give more context with your questions.
? To say "There are apples on the table" you would use "hay" (from the verb haber).
Hay manzanas en la mesa.
? To say "Where is he?" you would use "está" (from the verb estar).
¿Dónde está?
It is the same as in English between "there is" and "It is".
Haber (infinitive form of hay) means "There is," or "There are"
Estar (infinitive form of está) just means "is" or "to be"
The question was when to use hay and when to use esta to which Lazrus gave the answer so as some examples: Hay manzanas en la mesa. ¿Dónde están las manzanas? Las manzanas están en la mesa. As a singular example Está aquí. It is here Está allí it is there.
