Hola,
For some people it is learned behaviour. If they have grown up with hate, violence and
animosity they may repeat that behaviour unless they make a choice not to. If they
have grown up with love and acceptance and non-violence they are likely to repeat that
behaviour. Of course there will be exceptions in both cases. The chain of violence can
be stopped and love can prevail if we stop to examine our behaviour and our motives.
Is that a statement you are making , or is it a question? If it is a question then I
would answer that most people would love all other people if they had the opportunity
to meet and understand them. The fear of the unknown is that which causes us
anxiety and mistrust of people with whom we have no contact with.
The love of all people for all others starts within yourself, If you can find in your own
heart a love of all peoples, then by the example you set will that love be spread .
Loving kindness to you and may you be well and happy.

I recommend you The art of Loving, by Erich fromm
Love starts with loving oneself... The moment we accept and love ourselves for who we are, then we can open up our hearts to everyone, even those who are regarded by others as unworthy of love... Believing in our own worthiness, flaws and all, makes it possible for us, to believe that everyone is worthy of love, simply because they are God's children... Everyone has a right to a piece of our heart... so let's start with us, and love will prevail!
