This is the difference between active and passive voice.
Examples: "I use a pen to write a letter" - "Utilizo una pluma para escribir una carta" vs. "A pen is used to write a letter" - "Se utiliza una pluma para escribir una carta"
There are many other verbs that work this way: saber/saberse (Sabe la verdad - he knows the truth...Se sabe la verdad - the truth is known)...decir/decirse...(Dice la verdad - he tells the truth...Se dice la verdad - The truth is told), etc.

Doesn´t Y change to E only before words beginning with i or hi except when introducing a question such as, ¿Y Isabel ha ido también?
and before words with the dipthong (h)ie, Madera y hierro.

The correct question, unless you want a silly answer like the one I wrote above, is "¿Cuál es...?"
And regarding your true question, we cannot give you an answer, because "utilizarse" can be used in at least 7 different ways, all of them different. You need to learn Spanish in context and with sentences, not taking isolated words and trying to get a one-to-one translation in English. You cannot translate Spanish like that. It doesn't work, it doesn't make sense, it doesn't help.
So next time, better ask something like "Why are they using 'utilizarse' in this sentence that I heard when....?"
