What would "se'ptimo arte" mean?
I saw "se'ptimo arte" used in context with a commentary on immigrant trafficking in the paper "ahora si'". Some sort of dark art, but I'm not sure.

I think it would be 'el séptimo arte' or 'the seventh arte' - referring to film making or cinema.
Apparently, philosopher Georg Wilhelm Friedrich Hegel proposed that there are 6 arts: architecture, sculpture, painting, music, dance, poetry. Then Italian intellectual Ricciotto Canudo in 1912 argued that Cinema was a combination of the spatial and temporal arts.
I just received a solicitation from Telcel, the Mexican telephone company saying, "Recibiras durante 15 días SIN COSTO el mejor contenido del septimo arte en tu celular." Another message explained that this allowed me 2 for 1 admission at Cinepolis, the national theater chain.
El cine
La sombra del viento includes a clear and explanatory reference to "el séptimo arte" on page 110 in the edition I am reading:
--En confianza, a mí esto del séptimo arte me la repampinfla.
The protagonist goes on to say:
El cinematógrafo nació como invento para entretener a las masas analfabetas, y cincuenta años más tarde no ha cambiado mucho.
We then read that amusingly:
Toda aquella reticencia cambió radicalmente el día que Fermín Romero de Torres [that protagonist who spoke of yout "séptimo arte] descubrió a Carole Lombard.
