I'm not sure that I understand your question but if you are asking how and when to use adjectives or adverbs:
Adjectives are used to modify nouns, e.g. The man is loud. What is the man like? loud
Adverbs are used to modify verbs, adjectives or other adverbs, e.g. The man talks loudly. How does the man talk? loudly

in the morning, at noon, by the time that we leave, etc. = prepositional phrases used as an adverb (they answer the question when)
at random, in the order that they were chosen, etc. (answer the question how)
modifying verb, adjective, or other adverb
in full bloom, in full rigor, by himself, etc.= adjective modifying noun/pronoun
