What is ¡Cuenta, cuenta! Is this agreement? or Take care? or what?

Yes in the context that you supplied it sounds to me like someone very excitedly just heard about the promotion and then (if it were in English) would have said 'Tell me! Tell me!' (all about it! everything!)

This sentense is used when he heard that his coworker is promoted for his job.

Not 100% sure, but it sounds like he wanted his co-worker to tell him all about the promotion (like how it happened or such). Cuenta is a form of the verb contar, which basically means "to count" (as in numbers). But, it is also used to mean "tell a story" (among other things).

It might help to think of the English word "recount" as in "He recounted the events of the previous day."

Whenever you ask for the meaning of words you must provide context.

This could be someone (rude) in a restaurant demanding his bill (check).

This could be an informal command similar to Speak! Speak! ¡Habla! ¡Habla! or Go On! Tell us!

It could be the informal command to Count! Count! (I'm waiting to see who won the election!)

Poor examples, but the message is that you must tell us how the words are being used before we can tell you what they translate to.

Well perhaps he is just saying tell me about it but in this case he should probably say cuentame.
