Hi, and welcome to the forum. Is this a trick question? Perhaps I don't understand it... But a better place to start might be to look at some Spanish writing, look at the punctuation, and then if you had some specific questions about the punctutaion folks would be more than happy to help you with those questions.

Yes. Very definitely. There are a few minor differences, though. Commas are used less, you can use «» instead of "" and em dashes are used to mark dialogue. You do have to put an upside down version of the punctuation mark that ends the sentence at the beginning if it's anything other than a period, though. Like ¿ and ¡. But periods, and other such things are pretty much the same.
