Using subjunctive with "para que"

I am translating the sentence:

Le verá a Don Germán disfrutando su vida, el mejor bienestar para que imigrara a los Estado Unidos para alcanzar.

The rule says you always use the subjunctive after "para que." Therefore, would it be the past subjunctive "imigrara" like I used? Or, would it be the preterite "imigró"?

I agree with Kawalero in giving the option of two tenses. More context is needed to know if you should be using past-subjunctive or present-subjuctive.

verb emigrar-> el mejor bienestar para que emigre/emigrara a los EEUU...
