In Latin America they say "recién llegaron", meaning "they just arrived" or "they have just arrived" (they tend to use the simple form "llegaron" better than "han llegado". But I guess in Spain is more common to say "acaban de llegar".
Acaban de llegar says they have just arrived. The verb acabar +de +infinative of the verb to describe an action just acomplished.
Acaban de llegar =They have just arrived
acabar de = to have just done something used to describe an action just completed
You can also say:
Llegaron recientemente = they arrived recently
