I didn't know this but found it is a legal term: right of first refusal. I don't know how you would 'pay' for that though. I'm just not familiar with it. Welcome to the forum Verov!

Probably it means, to pay the right of first refusal, or to pay (for) the right of first refusal, depending on the context.
