"Está + past particple" is refers to the result of an action.

"Es + past particple" is refers to the process of the action.

In other words, "es hecho de algodón" means that they are making it of cotton, not that it is made.

The combinations I mentioned above are only when they are followed by a past participle. In you case, "se" has no meaning, it is just a copulative verb, and as such, it simple identifies, classifies or defines.

Es duro - Classified or identified as hard

Es de algodón - Classified or identified as cotton-made (=de algodón)
