Arriba sus ánimos

Question

Is this, raise your encouragement, like "get motivated"? Why does it use arriba, isn't that an adverb? Why not subir? Gracias. Would this both be "get motived" and "raise his/her encouragement" (usted form for you) and Arriba tus ánimos for just "you get motivated"? Gracias.
