In spanish when someone said suenas conmigo,
what exactly does this denote? friendly?
said to someone in a relationship?

This should be "que sueñes conmigo".
In this case it can only mean dream of me.

To say "Dream of me/Dream about me" it's "Sueña conmigo."
"sueña" is the imperative form of the verb "soñar" and "conmigo" means "about me" in this sense.
Soñar + Con = Dream about (something/someone)
You probably heard sueñas conmigo which is dream with me

I'm not sure why, but a lot of people in Latin America seem to put an "s" on the end of tú commands, although the proper way is to leave the "s" off. Maybe someone else can comment on this.
I think this said:
"Dream about me. A big kiss for you too, sleep (rest) well."
