I found, "...seedlings were cultivated for 3 months, until the end of the second shoot flush of growth, with three N fertilization rates." Oxford Journal of some sort. Which makes it sound like growth spurt. Sounds like you are looking for very specific trade jargon in horticulture. I did find Horticulturist a translator specializing in horticulture. He might be able to help you, if we have no budding horticulturist here.
I found, "the pine tree was putting out new growth el pino estaba echando brotes nuevos" at [reverse dictionary][3] Bean sprout is brotes de soja so maybe you could use brotes nuevos.

I have no idea what the term means, but just from the sound of it, I would think that it is a pruning technique for cutting back new growth (shoots). Too much fruit on one tree lessens the quality of the fruit.
This article mentions the term peripherally. It has to do with root to shoot ratio. Shoots being the part of the fruit tree above ground and, of course, roots being what is below ground. Read what it says about root flushes and shoot flushes (increases in roots or shoots).
Once we can precisely say what a shoot flush is in English, we may be able to find a way of describing it in Spanish.
