Literally, it pertains to siblings, brotherly or sisterly. (as in fraternal twins).

Figuratively, it can mean relationships like brothers-in-arms: The Fraternal Order of Police, the Fraternal Order of Eagles, etc.

A fraternal hug would be one of close friendship, but not a passionate, romantic hug.

A hug that you would give your brother or sister, but not your boy/girlfriend. ( your amigovio...I'm going to adopt that word)
