Is promotion here a right meaning?

Is promotion here a right meaning?

I am creating flashcards with the words of a book of Gabriel García Márquez. There is a sentence: Desde hacía dos meses era directora de Focine, la compañía estatal de fomento cinematográfico.

Now I wonder about fomento: the flashcard automatic translation gives promotion, while the dictionary doesn't, there are meanings like protection, support, encouragement.

Maybe my English is weak, but I see a big difference among encouragement and promotion.

Please somebody help me with the use of fomento. Gracias!

Fomentación: Fomentation

Ministerio de Fomentación: Ministry responsible for Public works.

Ministerio de Fomentacion cinematografica: Ministry responsible for the fomentation (encouragement) promotion of Cinematographic arts.

why doesn't the United States have a ministry of culture? For one thing, arts in the United States are largely privately funded, and the art world is less dependent on state support. A bunch of federal agencies perform the functions given to ministries of - marilo63, Aug 27, 2010
The US government is more interested in big business (bank & car manufacturer bailouts & bums who don't contribute to the system) rather than the middle class, who built the country, and the art world, which provides culture & enlightenment. - 005faa61, Aug 27, 2010
