Hi! well , as soon as the sun rises you may start saying it until 2 pm !! 
¡Buenos Días! : ... -2pm
¡Buenas Tardes! : 2pm-7pm
¡Buenas Noches! : 7pm- ...

I don't quite agree. Tarde starts at 12:01pm. The line between night and day is blurrier, somewhere around dawn, but can be before sunrise. - Gekkosan, Aug 23, 2010

Hello, and welcome to the forum. People start saying buenos días in the early morning and switch to buenas tardes around noon. And then la tarde lasts much longer than you would expect, at least in Spain! That's my understanding, anyway.
