I saw this phrase on the back of a car. I know 'la ley' is the law, but I don't really understand the 'el' at the beginning. Would this mean something like 'lawless'? Or something completely different?

I'd say, "The lawless one." Could refer to a person or a place. Literally, "The one without law."

It translate as 'lawless' but I am wondering if it might mean 'Outlaw'. Just a guess though.
