Personally, I would say estábamos conduciendo durante la tormenta. But I probably talk funny. I wouldn't use the Preterit to describe what you were doing during the storm.

That's one reason. One way I look at it is, you use the Preterit to 'inform' about the event, then the Imperfect to 'describe' that event. - Jack-OBrien, Aug 13, 2010
