"Joven" is the word you want.

hombre joven = young man

chico or muchacho = boy

mozo = young man

Another option is muchacho. Joven is probably better, though. It depends what age he is.

As far as I know, in Mexican Spanish you can also use the words chavo and chamaco to refer to a young person, mostly to kids. It is mexican slang but I don't think they are rude.

In Cuba, I noticed that a taxi driver called out to a young man, probably in his twenties, a stranger on the street, by addressing him as "niño".

I too, have wondered what is the best way to address a young man not known to me, for example, if I want to stop someone on street to ask for directions.

Do you mean how do you address a young male or what do you call a young male? I ask this as you mentioned that you don't call him Señor, well I suppose it depends how young the male is a young adult male could be addressed as Señor or Don, but just as in english it doesn't follow that if a man isn't married young or old that you can¡t address him as Mr.
