"Tender" in connection with loans can mean:

An offer, either of money to pay a debt, or of service to be performed, in order to save a penalty or forfeiture, which would be incurred by nonpayment or nonperformance; as, the tender of rent due, or of the amount of a note, with interest.

I cannot find the exact term "Tender Loan" online.

A tender loan is a very specific term. More context might help. But in business mergers and acquisitions, tender loans are usually short term loans used to fund a tender offer to purchase shares of a company in connection with a tender offer made to purchase those shares.

In another context the term "tender loan" is used as part of an expression "tender loan proceeds." When you sue or demand rescission of a loan for fraud for example, you must tender the loan proceeds or offer to repay the proceeds received as a prerequisite to your claim for rescission.
