Estoy ocupado, pero de todas formas te lo agradezco. I'm busy but I really really thank you. By context that is what I'd translate 'of all the forms I thank you' to mean. Is that it or am I missing something?

It's a good question because "de todas formas" and "de todos modos" both mean "At any rate" or "anyhow" so does it mean "I'm busy but I appreciate it anyways?" or does it mean "In all forms I appreciate it"?. I'd say there's at least a chance that says "I'm busy but thanks anyway" and a chance it says "I'm busy but I appreciate it in every possible avenue". It'd be cool to see what a native has to say.
