The most suitable definition of "overage" in this context would be, according to my dictionary, "a surplus or excess of money or merchandise that is actually on hand and that exceeds expectations". Does it fit with the whole context and concept of the story you are reading? There are other definitions of this word, as well, but this is the only one that could fit together with the words "keep track of -with a little chart". Hope it helps.
