In court testimony, the defendant says:

"He said his gun wasn't loaded"

"Dijo que su pistola no estaba cargada"

I'm not sure about loaded when talking about weapons.

Cargado is the correct adjective. Estaba could be estuvo. Depends on the duration of time or habitualness that we are discussing.
