what do they mean by that expression? What can i answer?

In what contexts? I am pretty sure that, when asked over the phone, a question like this is asking if that person is available. In this case, if you are not Jorge and you do not know anyone named Jorge, you could answer, simply, no. Haha. There are more ways to answer, but I'm not familiar with Spanish conversation enough to feel comfortable offering suggestions. Good luck!
