Que tal is just another version of Como Estas. if you know how to answer that, then you can answer Que tal.

Hi and welcome to the forum,

This is basically a greeting asking "What's going on?"; "What's up?", etc.

So to respond in English, just answer the way you would answer the above questions in English. To answer in Spanish, you will have to learn a few different ways of answering that question.
