Any lawyers here la entrada en vigor de la ley....

Would that be best translated as The enforcement of the Act? The legislation of...?

Also: what's Procedimiento Abreviado?

I think it refers to when 'the law came into force' or 'the law became effective'

Maria is correct: "la entrada en vigor de la ley" is the date on which the law came into effect. Laws can be retroactive on occasion, but usually they are only applied after the date of enforcement.

As for "Procedimiento Abreviado" it simply refers the court proceeding in the U.S. However, I found something else online that may be used in criminal proceedings in other countries:

El procedimiento abreviado es un proceso penal usado en el Derecho español para la instrucción, enjuiciamiento y fallo de las causas por delitos castigados con pena privativa de libertad de hasta nueve años, o con penas de otra naturaleza bien sean únicas, conjuntas o alternativas, cualquiera que sea su cuantía o duración.
