Como si dice "He is developmentally delayed," en espanol?

I want to say "Because he has Downs syndrome, he is developmentally delayed." I know that the first part of the sentence should go: "Porque él tiene síndrome de Down, él es..." but I'm not 100% sure how to say the rest of the sentence.

Welcome to the forum.

My husband and I have extensive experience with children with disabilities. In Mexico the current term is "discapacidad intelectual". A couple of decades ago the term was "atraso mental" or "retardo mental", but this is shifting, just as "mentally retarded" is shifting to "mental disability" in English.

This is a pure guess but perhaps..."Porque él tiene síndrome de Downs
