Does the "lo" make this: You can talk to me "about" it? Seems "you can talk to me it/the thing".

Yes, I think it's: "You can talk to me about it." "Lo" is the direct object, the "what" you are talking about.

Mexicans use "platicar" when other Latin American would say "decir": So: "Me lo puedes decir". You can tell me about it.
