Getting a point for voting up a question????
I see in the "What are reputation points" explanation on the badge drop down screen that we get one point for voting up a question or answer. I understand that does not happen if we have 200 reputation for the day, but shouldn't we be getting one vote (up to 10 per day) if we have less that 200. I have not seen that happen very much. I think that it would encourage more members to vote up other members questions or answers. Have I misunderstood the point explanation?

I usually get a point for voting up a question or answer until I have gotten 10 points that way in the last 24 hours, and then get none for voting things up until the next day. Unless, of course, I already have 200 that day, in which case I can't get any more in any way. However, the reputation points thing is a bit messed up. Sometimes it says I more points this month than I have total for all time. Someone was telling me that sometimes there are patches when their reputation goes down with every vote they get! I think the system is just not very reliable.

It is not per day. I know most everyone says per day, but that is incorrect.
It is per 24 hour period.
If you voted up 10 really great answers Friday night, do not plan on getting points for your Saturday morning voting. You can still vote up all the great answers you want, you just don't get your one point.
If you think there is going to be a shortage of good answers later in the day, you could conceivably save your voting until later. But somehow, I think you will still be able to find 10 more this evening. And it costs you nothing to vote and probably means more to the recipient of your vote than it does to you, by about 9 or 10 points to be exact.
How important is getting points to you? Is it important? I've never paid much attention to reputation points or badges.... Am I weird? 
No, Benz. You are not weird. And it is totally ok. But some points are necessary to be able to vote on the questions and answers. Not many, but more than once early on I got back the "you don't have enough to vote" message.
And then I learned that at 4000 you get fewer of those annoying adverts. If I never see 4001, that's okay. But those adverts that pop up while I am typing or researching annoy me to no end. Some of them are actually insulting.
