What do you mean by fluent? At reading and writing, I feel mostly comfortable, but if you are talking about fluency in terms of speaking and listening then I have a few thoughts on that.

Currently, I would say that I am light years ahead of any Spanish dog (or other pet for that matter). That is to say that I can understand simple one word orders when they are barked at me by an authority figure with the best of them.

I am probably a bit below par, however, were I to be compared to a 4 or 5 year old Spanish native. That is to say that I can usually understand the majority of what is being said by adult speakers; however, when someone is speaking very rapidly at length or when more than one person is speaking, I tend to have occasional lapses of attention where entire pieces of a conversation might float right past me unheeded. While that might sound about on par with a 4 or 5 year old, my weakness is in the fact that a 4 year old can usually verbalize there general wants, needs and (to a certain extent) what is going on in their immediate surroundings. I, on the other hand, often feel like I have just tried to stuff an entire peanut butter sandwich into my mouth when put on the spot to perform the same task.

If, however, you were to compare me with an average adult with even a low level of education, I would probably come across as an imbecile. That is to say that you could consider my level of fluency somewhere between a deaf and a mute. Anyway, I've been at it for nearly a year now, but I wish you all the luck in the world on your personal deadline.
