bailamos means 'we dance', it can also sometimes be used for 'we are going to dance' or 'we are dancing'

Welcome to the forum. Shalalalalala Bailamos,,..ok Un Beso? I would say that this says "Shalalalala Let's dance...ok A Kiss?" though I've heard "bailamos" said as a way of saying something like "let's do it" or "let's go". I can't be too sure if the person is asking you for a kiss or just saying that as a way to end the message which is fairly common like we might say "kisses" or "hugs".

If the person is asking you and you are in an "antro" (place where people go to drink and dance), then the person is asking you out to dance with him or her.
