Yes, "mirar" is to look at, to watch, or to stare at something.

¡Mira! means "Hey, look!" to get someone's attention.

When we say "watching TV" we use the verb "ver." "Veo la televisón."

I got into a discussion with a group of Ticos several years ago. Some of them said "Veo el televisor" and others said "Miro el televisor." We finally agreed that ver would mean seeing the TV, but not necessarily paying attention to the program and mirar would indicate we were watching the program.
