So as you can see from the previous answers the accent is really important, not only does it change the tense but it changes who's doing the action smile

construyo - I build - Present tense

se construyó - was built (by someone) - Past tense (preterite)

Ok. I know that point. The exact phrase that I would like to translate is

"the hill where the complex was built"

than

does the translation is

La colina donde se construyó el complejo......

or

La colina donde se construyo el complejo......

???

I am not exactly sure what you are asking, but if you want to know the preterit form of construir then it is construyó (with the accent mark on the letter o).
