I don't see the purpose for the "on the earth" in this sentence. I believe the original phrase is "You are the most inconsiderate person on this earth".

I think you mean how not who

eres una persona desconsiderado** = You are an inconsiderate person

  • eres una persona muy desconsiderado** = You are a very inconsiderate person

or eres la persona más desconsiderado en éste mundo**

= You are the most inconsiderate person on this earth
