The phrase "obra toma" is used in a semi-technical document regarding the building of a water system for a village in Honduras. I'm not familiar with the usage of this term. Any help?

toma is being used in the sense of a source. toma de agua = water source.

obra refers to the project of, as you say, building the water system.

obra toma is a way of saying water system project.
