I've heard it use by Puerto Ricans, Colombians, and Guatemalans as "Hey, look here..." or "Hey, listen up..."

You can call your friend, who's across the street, to get his attention. "¡Oye, Pedro!"

¡Mira! is used in the same way.

It´s also used in Spanish restaurants to attract the waiter´s attention.
