Of and by itself, "Cuando El Destino" is difficult to express in english because it is not a complete sentence. But the title of this literally means "When Destiny..." In other words, fill in the blank after that. Because of culture, in spanish its meaning is more evident.

Only examples: "When Destiny...Brings Us Together" or "When Destiny...Makes It Impossible", or "When Destiny...Separates Us"

In this particular song's lyrics, the fill-in the blank is about when destiny separates two people and one of them seeks emotional revenge on the other.

I'm not totally sure; but, I would translate:

"Cuando el Destino" to mean = "When (it is) the fate/the destiny"

Maybe someone else has a better idea of the translation.

BTW, Welcome to the forum!

Welcome to the forum. "During Destiny" might work. I'd never actually heard "cuando" mean "during" but the dictionary says that it can and "When Destiny" doesn't seem right. It's possible that a more liberal translation might be necessary like, as Pajaro said, "When it's destiny".
