How do I properly translate the following?

"I state that the foregoing is a true original of certificate from justice department that states that I have no criminal record that I have in my possession"

This is improperly stated in English.

My correction:

I state that the preceding/attached document is a true original of the certificate issued by the Justice Department that states that I have no criminal record "

In your sentence the that I have in my possession seems to be modifying criminal record.

you could include the "that I have in my possession" after "document" if you feel that it is necessary.

Please re-phrase it however you wish and then ask for a translation.
